Magnetron Crystals not showing up in traders outpost

I’m at Uncollected rank, on Book 1, Act 6, Chapter 4. I can’t seem to find the Magnetron Crystals in the outpost, and I thought they would’ve reset by now?

Not me either. Is it progression based? I'm Paragon.
