Lil help with EQ

Doing the valk fight in EQ. It says she has 60% to evade unless attacker has a precision buff. Well I brought in Herc to just knock this out but he isn’t gaining precision when I fire off a SP1. Am I missing something?

he has to land first hit of the special for him to gain precision buff
