2-Star War Machine not included?

So far I have seen every single previously-released 2* champs on the Collector Crystal, except for 4: Deadpool, Punisher, Unstoppable Colossus, and War Machine.

The first three being excluded is reasonable, but War Machine? He was available in the Civil War event before. Why not adding him back to this Collector Crystal?

The Spin doesn't reflect every Champ in the pool. It's just a window into some of the possibilities.

I haven't seen anybody pull him yet. And he hasn't even shown up during the spin.
