Web store issue

Ever since the store was launched I can't buy anything.
First of all, i'm from Israel, and I don't know if it's the same for every country but the web store deals actualy cost more than than the game store, by a bit (maybe 8%), so usualy I won't even think about buying in store.
But this event has web store milestones so I thought it will be worth it but when I try to purchase and get to xolla page it won't accept the transaction, even though I purchase international transactions on a daily baisis in many platforms.
Is there a known issue with that? Anyone else experiencing this?
Btw It also happened some time ago I beleive in spring cleaning, got the same message:
Sorry, the payment cannot be completed now. Please try again later or contact Xsolla customer support. Error 3032.
