wont let me finish hotel modok [Not A Bug]

on the final chapter of hotel modok it will only let me go to teleporters a and b. I want to finish it why won't it let me.

Try scrolling down on the portal list. It doesn't show you all of the options, and it's hard to notice without a scroll bar
