Tier2 with 5 bans

How can we be tier2 and have 5 bans supposed to be 3 bans kabaam.

A new member placed in expert map which were are in but in war we are elite
Explain this to me kabaam

You matched with an alliance in a higher map than you. AW matchmaking flips a coin when it has alliances that match, but aren't in the same tier or map.
