Is Daredevil OG bugged??

Don't ask me why was I using him, he was the easiest and safest option for SOS photon.

The question here is, is his evade bugged. I don't know how his evade works exactly. To clarify, i didn't block any hits from photons specials and my Daredevil is sig 182(104% evade). I mean zemo's disorients are pretty OP once you set it up.
