How useful is rank 2 werewolf in bg

I just got him very hyped about that but should I rank 2 him first or rank 3 Domino

Werewolf is very useful in BGs. In most metas anyway. Not so much in crit me as it takes away his additional rupture damage. But domino is going to be a stupid defender and an RNG reliant stupid attacker for almost all metas. I would do Domino first and then the wolf.
