Superior Iron man not #villain?

Superior iron man has the #villain tag. Yet when i use him for the back issues quest he takes damage as if he wasnt a #villain. Why?

I think even though he has the tag he isn’t a villain. He isn’t gaining power either, so that shows even though he’s tagged villain but receiving damage that it’s probably a bug.
