This isn't the first case of bgs and if I remember correctly this was addressed in one of the older threads.
So apparently the points aren't in whole numbers but there's decimals too which isn't shown to players but determines the result of a match in case of a really close tie, basically your opponent's remaining health + time remaining score was more than yours on a decimal scale.
The game may display whole numbers, but it doesn't score whole numbers. Your opponent beat you by less than a point, but it wasn't enough to round him up a point on the display. Interestingly, this complaint only comes up when people lose to a tie, but never when they win...

What +1 or +2 ?? The tokens you get ? (from an actual split red/blue banner tie ?)
And to clarify for others, DNA is saying there is no Tie BREAKER category (neither Health nor Time category is given a tiebreaker status over the others when everything is exactly a tie).
There are indeed Ties, but only if the underlying original fractional sum of the numbers are actually a Tie (not just the rounded/displayed numbers).
In reality, it would be extremely rare to encounter a Tie that does NOT involve healths of 0% or 100%, with same Time. Because the underlying Max Health of the champs are rarely gonna be the same (in which to also have the exact same HP remaining as well). Because different champs have different HP max.

Oh, so in an ACTUAL TIE (not a visual looking tie), someone still lost a G.C. point ? (and I assume other person thus gained points too then ?)
Also, keep in mind, there may be cases where because of the Visual Rounding, if you added up the individual category points, they do not come out to the displayed Total points for that person. And maybe even such that the added up rounded points for one person may be higher than the added up rounded points for opponent, but yet the (unrounded) results went in favor of opponent instead.
Not sure if that is relative to the +/- G.C. Points issue you had seen, but just wanted to add this towards the original rounding issue discussion.
