I’ve noticed that the CPU can use a 2 bar super, even if they have 3 full bars. Can players do the same?

I’ve noticed that the CPU can use a 2 bar super, even if they have 3 full bars. Can players do the same?

If they don't have their special 3 ability active they can't throw it. Usually comes on a node.
