What progression is 'allience war showcase' limited to??

So I just came across a video from about 2 weeks ago where 10 banquet tickets are available in some side quest named allience war show case it's not a sq I guess considering the name but It was available in that tab but I don't see such event and can't really find any post in here related to release of that event, just wanted to know what progression level it is locked to and if I can get a link to original article regarding this event would really appreciate that

I don't remember if it's locked to any progression, but I do know that it expired a couple weeks ago so you won't be able to do it anyway.
