How is prestige assigned?

Has Kabam ever explained how champ prestige is determined? I know it’s meaningful for AQ points but I’m wondering how they decide what value to put on each champ. I have a 7*R1 Gambit at level 1/25 and he has higher prestige than 7*R1 Juggernaut and 7*R1 Spider-Man who are both at level 25/25. There was a recent post about Arcade and how his prestige goes up significantly when he’s awakened. Do we have any insight on how these values are assigned or where they come from?

i wish i knew their thought process. the numbers are arbitrary but which champ they assign it to and when isn't.

like they can't keep pushing top whales with new top prestige champs too fast and they probably look at financials when deciding on which champ gets them.
