There's a few different factors here:Her sig is dependent on debuffs, not directly from hitting into the block.His block proficiency starts at 67%, then if he is max sig it increases by another 18%-ish while he has his armor up, plus his armor also adds energy resist (her damage of choice). Add to that his initial armor rating of about 29%, more than doubled while his armor up is active, and he's pretty tanky.He was built to counter energy mutants, which happens to spill over into his ability to be a good defensive option against Photon.
So he threw 1 special without ending with heavy and photon got insta killed, did i miss an idoom buff or something How do you know he throws a sp 1?, there ways in which you can launch sp 2 before a heavy even if photon is stuned, just stun her with parry, fail a hit wait, until the unphase finished and then médium + heavy + stuned (unphased wont triger) +sp 2, I also tested the figth and the damage made was to photon was above 50% Electric. May be he take the hits to reach his sp 2 speedly. damage.

Here is what might have happened.VT node helped IM to bypass miss so easy parry and combo. Node gives power gain to defender which helped IM to push her to sp3 very easily and the player definitely took chance by throwing sp2 here and might got lucky with some crits.
