Any way to get tier 1 dust?

As a valiant, im wondering if there is any way to obtain tier 1 dust for my 4*s for arena.

As TB , I got Tier 2 Dust on Surging Salvo.

I'm not sure but lower level side quests used to have t1 dust, side quests with primordial dust as reward aren't active as of now so your best bet would be to wait till both parts of chrono-versary ends.
