You can only buy 7* Shards with the Shatter Tokens which you win from AW or Showcase. Loyalty itself can only by Shatter Crystals

Having said that, I don't think this is a common issue. They're meant to be limited, and i don't see the number of people sitting on millions to be large. Can't hurt to bring it up I suppose.
