Rank 3 tech advice

Tech is the only class I don’t have a rank 3. Excluding shuri who is the best choice any why ?

I did with Redskull. Good at Offense and Defend
Parry = Power Burnt andEat Opponent Hp, Heavy = long Heal Lock, Counter against Siniter, WeaponnX

I would say red skull or shuri for atk and def.
