Best Glorious Guardian champ to awaken? Sig up?

A lot of them work well even without awakening, but who needs it most? Also, who needs the highest sig if awakened in your opinion?

Of those 3, yes, Black Panther needs it. He benefits from it a lot more than Sentinel and Sentry.
