I can totally see how it would set expectations that there was actually something there vs. just telling us there are more rewards after. Probably would have been better to just leave it off since we already knew there were additional rewards?

The word "savvy" just means someone has practical knowledge or experience about something. A savvy summoner would in fact be a summoner who understood that if the players reached the top milestone in the event the devs are very likely to have designed extra ones to add to the top so we don't run out of them. A particularly savvy summoner might even understand why it was done that way, rather than just putting them all in from the start.
