Act 8.4.6 Boss

I’m encountering an issue with the 8.4.6 Glykhan boss. In his second phase, Glykhan doesn't seem to activate his special attacks even though I’ve confirmed that I’m pushing him to 2 bars of power as intended. Despite this he eventually builds up to his SP3 and ends up instantly killing me.

This is preventing me from finishing act 8. Any fixes to this or is anyone else experiencing this?
