But, could be asking (?) why they only have 59 Mastery Points when others have 61.

Should be at 60 if you are high enough progression and ACT completion.

61st point comes from (**insert name here of the specific “hard content” quest it's in**) quest (gauntlet ??) that gives you 1 extra point above what is otherwise the current max for people who have NOT done that.

*not taking into account advancing thru the NEW SUMMONER LEVELS, which also give you another Mastery Point at certain Level intervals. But nobody has reached even that first new Level yet, may still be 1-2 months out, even with the new Enhanced XP.
