Looking ahead, champions that won't return

What are some champions you think will be 7 stars towards the tail end of the 7 star life cycle or won't return as 7 stars at all?

I'm thinking Galan, but I haven't played with him THAT much to be certain. And obvio He who shall not be named (Hercules)

Doing this to help decide who to rank/ascend

    I do think Galan has fallen out of usefulness for questing content, as the buildup for his planetary mass takes a little bit without armor up champs and a lack of immunities makes multiple 800k health fights decently long. I think they would eventually add him, but probably once r3/r4 are common so AW and Battlegrounds health pools are higher.

    He’s meta dependent. In metas with power burn and armor ups, he ramps up fast
