Red hulk, maestro, and arcade (through pre-fight) are all immune.

However, decay champs reduce damage of incoming DOT based on how many debuffs they inflict on the defender. So they counter the hazard shift through the decay tactic. So like silk and spider ham are great options even without immunities

Other options - Angela reduces DOT duration when awakened and can ignore hazard shift with enough buffs active, you could also use someone with purify or who’s immune to just one and play defense while the DOT you’re not immune to is up.

But a lot of non dual immune champs work fine too.

If you’re trying to build a deck around double immune, you’re approaching the meta the wrong way.

As others have said above, Decay attackers can ignore the hazard shift by placing debuffs. You should try to include as many Decay as possible in your deck.

That being said, champs like Peni Parker, Maestro, and Mephisto are double immune and also have some defensive value, so could be included in your deck to give you options on attack if needed.

On the defender side your deck you should really be using mostly non-Sugar Pill defenders. The Decay tactic is so over-powered that tactic defenders get rinsed pretty easily. Champs like Korg, Domino, Sinister and any champ that can shrug debuffs are who you should be drafting as defenders.
