Is 7* Masacre in the basic pool?

I know I can get him from the CCP challenges, but a few of them are really frustrating so I was wondering if there was a chance I could luck into him from the basic 7* crystals. I really love Masacre so it would be awesome if there was another way to get him outside of the CCP challenges
