    FWIW it says something like “complete the preceding quest to unlock”, but we’re all locked to one available difficulty based on progression.

    I think he's wondering why it's locked to only Threat level 2, for me all of the other stages were locked but Level 6 and I didn't even enter Level 6 yet but got locked out of the others.
