Why the different attention and compensation on "game down" situations?

Why is there difference between the major outage? This one gets scerious attention with rerun of arenas and compensation package. But others gets almost unnoticed by like the big outage in mid november when the game was down for like 8 hours. No rerun of arenas. No compensation.
How these situations are handled are just as random as how you pull a crystal. Sometimes you get luck, but most of the time it is just ****.
Get the respect of the community and start to handle bugs and "game down" situations the same way.
