are these side EQ meant to be locked after 1 completion?

I completed the side quest when it came out to get mysterium for that garbage store but i kind of need to run all difficulties for the 6* shards, first week everything was available but after doing it once the got locked out, and when the seconds week came, all difficulties where locked except for threat lvl4 not allowing me to get in the other ones, I'm just wondering if this is the typical is it a bug or a feature?
