Love and war key

I got myself a love and war key but cant even use it,also couldnt seem to find the free one from web store,any idea why? Do i have to be tb or higher to redeem??

On your home screen, there isn't a box icon on the bottom right next to the quests? Otherwise, I don't know why you would have access to purchasing a key if you couldn't use it, though TB and higher does seem likely
