6*s to upgrade

As more 7-stars come out, it seems as if 6-stars will slowly become "obsolete" like 5 stars did.
I'm in this scenario when I have 4 7-stars with no 5th one coming anytime soon, but also have a bunch of 6-stars at r3 and below (good ones are scorpion, juggernaut, onslaught, kingpin, ghost, magneto, titania, nick fury, luke cage, nimrod, sinister, etc).
I'm not sure which 6-stars are worth investing resources in and maxing out, as I have limited resources but have to upgrade someone for act 8 and beyond. I also need to rank 4 3 different 6-stars to become Paragon, as I just defeated superior kang. Which 6 stars are worth the upgrade, as I begin to approach later game content?
