Okoye can’t shutdown Mystic Dispersion?

According to Okoye’s description, she reduces Mystic Dispersion Mastery up to 100% but does not seem to be reducing.
I maybe misunderstand her kit. Could anyone here explain how she works against Mystic class?

    Here's my understanding.
    Let's say you have Dexterity mastery maxed out at 3/3.
    Her kit grants you an extra two levels of Dexterity.
    So now you're at 5/3 Dexterity. You still only get max 3 /3 benefits, no extra dexterity benefits.
    But then this comes into play: "For each Rank above Max, the benefits of the Opponent’s Coagulate, Suture, Serum Science, and Mystic Dispersion Masteries are reduced by 25%. Max: 100%."
    So your opponent in this case would suffer 50% reduction in whatever Mystic Dispersion benefits they had...

    She can stack extra points in dex and deep wounds masteries, even going beyond their regular capacity. Her base kit gives her 2 extra points in dex, and her sig gives her 3 in deep wounds. If you already have points in those masteries (realistically only deep wounds is worth investing multiple points into imo), any extra point from her kit added on top of the max rank will count towards the mystic dispersion, coagulate, science serum, and suture reduction (25% reduction for each extra point).

    So if you have 5/5 deep wounds, and 1/3 dex, her kit makes it 8/5 deep wounds and 3/3 dex. So you will reduce the opponent's mystic dispersion, coagulate, science serum, and suture benefits by 75%.

    If you aren't seeing any difference, it could be that you do not have sufficient extra points to notice the effect.

    Guys thank you so much for the explanation. I thought that my own MD mastery rank affects opponent’s MD reduction, but it’s not.
    Only deep wounds and dexterity affect in her reduction ability.
