Raid Bug- Role Force not activating

As the title says- I'm gaining role fevour but hitting the required amount doesn't activate role force.
There doesn't seem to be a pattern to this. It happens randomly. Sometimes with full revives, sometimes with lesser revives. Same device etc.
Here are two videos. Both showing the same thing before a fight but in 1 it doesn't activate and in another it does.
This happened before in previous raids but at this point it's just getting ridiculous- especially with the fact we can only carry over 1 revive.
