Destroyer gaining charges from bleeds?

I tried to attempt EOP path 3 using my 7*r1 okoye, and the last few attempts destroyer has been gaining 2 charges everytime okoye (fails) to apply her bleeds, but his abilities mention that this should only happen for armor breaks. Any idea if this is intended?
