Doom in nightmare raids

Alliance mate of mine is using doom in nightmare raids, has the vicious placebo hack on, is fighting the middle lane weapon X (so it's the final fight before thanos) and is completing the countering specials and heavies prompts yet is not receiving role force charges. He is nullfiying the placebos, he has cross fight role charges, but isn't gaining the orange role force to increase his damage. Any ideas?
