Can't Place Heroes in AW S57 Pre-Season - Place Heroes Button Disabled

We are in the AW S57 pre-season and the Place Heroes button has been disabled. Before I go log a bug report, is this intentional? I want to play around with my defender placement and I have not been able to do this for 2 pre-season wars now.

    You can’t place during matchmaking. The option will return to place for the next war once this one starts.

    I have NEVER had this happen before. I DO see Place Heroes is available DURING the war but not BETWEEN wars.I must be really slow with placements between wars lately. Better tell the boss I need more time to play.
