    This is a good thing.
Just hit a path and grab the “new” rewards.

You may have done Completion, but NOT Full Exploration.

So when they totally revamped those early Act's some years ago by now, you have pieces of new paths show still not done.

To get full 100% of an earlier ACT, you will need to go back in and complete any remaining paths (or even if just a portion of a path) that is still dashed (not done).

    Not a bug.

Only people who had fully 100% explored an Act prior to the revamp still have 100% credit. Otherwise your credit status is not explored. And may even show 0, if whatever path you initially had done is now merged/deleted/modified/etc.

    Again, not a bug.

Doesn’t matter which paths you may or may not have done originally.

If you want the updated full 100% Explore rewards for Act's 1-4, you have to go thru every path that still has any dashed (unexplored) segments in them.

(and see your earlier/original post about Act-6 rewards, someone had provided insight about that in your earlier Act-6 post).
