Reroll not working or am I extraordinarily unlucky?

Hit the reroll for boss hacks in saga incursions just now (third boss hack node, zone 4). Got the exact same hacks, but of course I got charged 30 units.

Anyone else faced this or should I go buy a lottery ticket?

    This happened to me twice or more. Sometimes, only one hack gets changed. This is on Zone 4, right?
