Where are the actual counters? Like void, luke Cage, Antman, evade counters, power gain counters etc?

Well, try yourself. With Lock-on Mordo Astral evade isnt functional for the time being , when lock-on finish he get Astral evade again.
To avoid that , do again the lock-on.

Probably because the first time Mordo shows up is in Act 5 and he hasn't unlocked access to that high level of content.
