3rd special attack

What exactly does the buff “A third special attack has been activated” that appears on many global nodes mean?

Means they can use their 3rd bar of power not just their 1st and 2nd

But they can almost always use that even when that buff doesn’t appear. That’s why I am confused.

Actually no. If it isn’t there they won’t use their 3rd special. Like in rol, act 4, monthly quests etc...
