Locations of elite dark bounty characters

Hi, if i am not wrong to get elite dark bounty tokens, i need to defeat their normal forms right? So could yall please tell me where they are found, i am currently at quest 4.3.4

Step 1, collect dark bounty entries
Step 2, complete dark bounties (on the left in the image below)
Step 3, collect elite bounty entries by completing step 2 above
Step 4, complete elite bounties (in the middle in the image below)
