Who to R2?

I have a generic 1-2 7* gem and need some help deciding who my first R2 should be.
Medusa, Ultron, and Dust are my top 3 options. I like Red Skull for BG defense, but don’t use him often for offense/questing, etc.
I know people love Ironheart and Shuri, but don’t have much experience with either.
