I don't think it's an Old/New change, but rather the fact that some of the new code messed up the lighting for most characters, and the easiest fix was probably to remove one of the sources so it didn't bathe our eyes in glorious, neon light.
That being said I hope they find a fix soon since I much prefer the brighter colours for most characters (although admittedly some of them do look cooler with a broody atmosphere).

I don't know, I'm not a programmer, I also initially thought it was a temporary thing, but since it's been going on for months I started to think it was a new version. However I agree with you, I also preferred before.
The old version was kinda campy. I don't mind that in most champions but I don't think it fit Onslaught very well, so I was quite happy when he became more broody and dark.
