Bullseye ignores Lumatrix - Tracking. How?

Lumatrix tracking states incoming attack cannot miss, yet it seems that bullseye can easily evade them with his instinct active. How does this work with a debuff which has the short and sweet description of "incoming attacks cannot miss" that attacks are still so easily evaded?

The tracking passive means lumatrix cannot MISS, this doesn’t mean his attacks won’t trigger EVADE. Miss and evade are two different things
