The 7R3 will have about 20% more health but the 6* will have near-immunity to bleed and incinerate and safeguard against burst damage, so it really depends on who your opponent is using against him. More options to deal with the unawakened 7R3 that's for sure.
You only need sig 1 for the damage mitigation of 10% max.. You aka Galan counter ability.. If you had to bring one.. I would stick with the 6* until you awaken the 7*
