Clarification requested on the "Bug" with Okoye (smells like a nerf)

I saw this in the announcements of bugs under investigation:

Okoye's info page incorrectly suggests that she can increase masteries beyond max rank

Can we talk about this? It seems to me like an attempt to nerf a champion under the guise of a bug fix.

Okoye has an entire section of abilities with the title "Mastery Bonus Ranks Above Max":

From Game + Website:

Mastery Bonus Ranks Above Max
Any Mastery Ranks Okoye gains stack with any Ranks already invested and can increase a Mastery beyond its Max Rank limit.
For each Rank above Max, the benefits of the Opponent’s Coagulate, Suture, Serum Science, and Mystic Dispersion Masteries are reduced by 25%. Max: 100%.

Multiple lines, and a header that all clearly suggest it is intended for her to be able to increase mastery levels beyond max.. including effects that occur "For each rank above max".

To claim this description is a bug is criminal... this is a critical component of her entire kit.

No. What that point in her kit means is :- her kit gives her 2 points out of 3 in Dexterity. But you can manually get 3 points in Dexterity anyways.

So now she has 5 out of 3 in Dexterity. That extra 2 points don't do anything in Dexterity. So instead, those 2 points will go towards her other ability which is - 25% Opponent Mastery reduction per extra mastery point for a total of 50% reduction.

Same goes for Deep Wounds

It's just that the way it written , it would make it seem like she can actually increase the masteries beyond the max level. She can't. She just uses those points for her other ability

Well that’s why i wanted clarification.. because it says specifically she can increase them beyond the max rank.

So she will still increase them beyond max rank, and that will activate the MD and such, but she simply won’t / doesn’t gain benefits of the additional ranks themselves - is that correct?

Because @BigBlueOx had another more recent post about it, which someone referred back to here, below is the full text from the MCOC Website Champ Spotlights.

I think the Dev Notes in it explain what is meant by going “beyond max rank”, in that it only is used for determining her other abilities.

*Not that the Mastery Stats themselves would be increased further, because well the Masteries don’t list to what amount something “beyond” that would be. So just how much extra Crit, Duration, Bleed, etc, from any particular mastery (as an example, regarding masteries in general, in case they use that wording again for other champs on different masteries). And you can’t just assume “it would be linear”, because some masteries aren’t linear in how they increase.

**But, this may have also been the cause of her increase in Champ Rating or PI. Wonder if it was factoring in that “increase in Mastery Rank” into her Champ Rating ???
