Registering For Story Quest Beta Versions Of The Game

Is there anywhere I can find a tutorial or the steps I need to take to sign up for when the next story quest beta (act 9.4) version is announced?

No tutorial on particular. There will be invites sent to your game account which you have to accept . That's all. Not everyone will get it

If you get a message for it, you hit the sign-up button. That's it. It is invite only and you will get a message for it in game.
