I just want to know , will i get battlegrounds preseason rewards upto my current rank each season even if i m not able to rank up over my current rank ?
What do you mean “Rankup over your current rank” ?
If you drop 8 levels to start a season (from where you finish), you don't need to actually advance those 8 levels back up each season. You would just start a little lower each time the following seasons.
And if you don't play BG at all (or just the 5 initial matches each season to get starting rewards), then after several seasons you'll eventually find yourself starting back at Bronze.

Next season start has no bearing on THIS season START, or even CURRENT.
Precisely, next season start is based on FINAL ENDING of season before. 8 levels drop.
So each season, if you start 8 levels below Plat 1 (if that is the topmost you will achieve each season), and you can work back up to Plat 1 by end of season, then you're advancing 8 levels from start to end each season, each ending at Plat 1 (if that is where you end at), and then starting next season 8 levels below Plat 1 again.
And starting rewards are based on from Bronze to where you start (which is 8 levels below Plat 1, if Plat 1 is where you ended the prior season).
