    Modders will always exist but now it's a lot harder for casual players to just download an APK since they will get detected easily. People that care about their accounts will no longer mod and those that never cared about their accounts will just keep cheating until they eventually get permanently banned.

    No, cheaters will stay as long as the game is alive, living with cheater more or less is the only way to run a successful game.
