Why is hulkbuster regen a thing in raids

Are you trying to get groups stuck. It’s not about skill. Sometimes you don’t realize you need a major regen counter when trying to decide what to bring in raids. Kabam you shouldn’t be trying to get alliances stuck in raids. That not how you bring engagement up. @KabamPinwheel

    If you don’t time it perfectly or get a turtling AI it jump back up over 45 percent. Thsts unnecessary and overly punishing

    If there is a damage cap why not have a regeneration cap am I right!!!!!!
