Why doesn't threat lv 5 ciunt for special objectives???

I generally go for the highest difficulty expecting the highest reward. Why would you put an upper cap on tbe difficulty for the mission for the objective.
IT MAKES NO SENSE, I JUST FINISHED MULTIVERSAL PATHWAY LV 5 AND JUST REALIZED I CAN'T COMPLETE THE OBJECTIVE NOW, WTF, WHY DOES ONLY LV 4 COUNT, WHY NOT LV 4 AND ABOVE!!!???!??
