What does this mean?

Some champs have it on their card in arena. Happens sporadically other champs of same rarity will be available but some will have this on them. but what does it mean and why can't they be used?

    Maybe you need to finish the quest where Scarlet Witch is.

    But to fight on normal Arenas ,this never happened.

    Think it means you started another arena match - the catalyst clash one and forgot about it, so should go finish that round before whichever arena you are trying to do now?
